According to Citizen parts documents, this is the gasket (packing) for the Citizen "Leopard" (レオパール) and other models, suitable for the Citizen glass (風防) of reference 1706. The oval ring shape corresponds to the egg/oval-shaped cases for which this series is known. According to the original label, the gasket is maintenance-free and does not need to be oiled (注油不要 / "no oiling required").

For context: The Citizen Leopard (late 1960s/1970s) was a high-quality automatic model above the Crystal Seven series and is often compared to King Seiko within Seiko's program in terms of its position. Among others, the high-beat variants (e.g., with 28,800 vibrations/hour) and the distinctive running "Leopard" emblem on the dial are well-known.
